CA Victim Compensation & Government Claims Board

The California Victim Compensation Program (CalVCP), which is part of the Victim Compensation and Government Claims Board (VCGCB), is a payer of last resort for victims of violent crimes. Applicants file claims for reimbursement for out-of-pocket costs such as medical, funeral, relocation, and income loss or support. The Compensation and Restitution System (CaRES) provides a means to capture and process all the information associated with a claim to determine eligibility.

The main elements of functionality provided by the modified system include the following:

Database modification to increase efficiency, increase data integrity, reduce redundancy and improve usability.
Improved application performance, navigation, user experience and searches.
Improved automation and workflow.
Creation of new and modification of existing modules.
Improvements in communication and letters management.
Increase in System flexibility to accomodate rules and statutes.

The project delivered a fully functional and documented database and application architecture that has the capability to be expanded for future functionality. Achieving this objective resulted in improved system stability and information reliability, flexibility, and extensibility.
